EDiS is currently underway on the new Downtown Dover Partnership Mobility Center, a 144,000-square-foot, 3.5-story parking garage located in the heart of downtown Dover. The new facility will provide 328 parking spaces, along with ground-floor retail space designed to support three separate tenants. The largest tenant space will house an E-ZPass call center, while two additional retail areas will provide opportunities for future downtown businesses. The project also includes public restrooms, storage space, and sheltered parking for scooters and bicycles, creating a more accessible and functional mobility hub for the downtown community.
Construction began in November 2025 and is scheduled for completion in June 2027. Because of the project’s central location, tight site conditions, and use of public funding, the work requires careful coordination, strong communication, and a continued focus on being good neighbors throughout construction. The building is supported by cast pile foundations, with a 50-foot rig driving piles deep into the ground due to existing soil conditions. While the project schedule shifted after the design was adjusted to accommodate the E-ZPass call center, that pivot ultimately created a stronger, more valuable final product for the client and the community.
