Downtown Dover Partnership: Inclusive Bidding at the Downtown Dover Mobility Center

The Downtown Dover Partnership (DDP), in collaboration with Mosaic Development Partners and Colonial Parking, is launching one of the first cornerstone projects of the Dover 2030 Master Plan: the Downtown Dover Mobility Center. This transformative, state-funded development will serve as a major gateway to downtown—enhancing mobility, access, and long-term economic opportunity in the heart of Delaware’s capital.

The project reflects DDP’s commitment to delivering high-impact public infrastructure through an Inclusive Bidding Strategy that welcomes participation from across the construction industry. The approach is designed to empower small businesses, open the door to local and disadvantaged contractors, and foster meaningful partnerships between established primes and emerging firms.

EDiS Company will execute a bidding process modeled after the highly successful Hodgson Vo-Tech pilot. The Downtown Dover Mobility Center will use a Best Value Evaluation method—factoring price, community engagement, and inclusion efforts into award decisions. This is more than a construction project—it’s a chance to be part of a historic reinvestment in Downtown Dover and to help shape the future of a growing capital city.

WHY:
This project marks the start of a historic turning point for Downtown Dover—an opportunity to contribute to Capital City 2030, a bold $500 million master‑plan reshaping 15 acres of downtown into a vibrant, connected, and people‑first community by 2030. With more than 1,000 new residences, nearly 100,000 sq ft of retail and commercial space, over 20 acres of green space, a multi‑modal transit center, and a riverwalk, the redevelopment connects to key assets including Delaware State University, Dover Air Force Base, the state legislative complex, and the historic Green district. Backed by $25 million in state and ARPA funds, the initiative unlocks transformative infrastructure, mixed‑use development, and long‑term economic vitality in Delaware’s capital. We invite contractors—whether local or out-of-market, small or established—to be part of a catalytic project that values innovation, equitable collaboration, and measurable impact across residential, commercial, and community sectors.
